HOW TO SUBMIT A MATCHING GRANT PROJECT

| How will the proposals be presented? |

A master list of all projects will
be available both on the Tri-District O5 Website and in printed
form at the convention.

Display tables where clubs can make
their presentations to other clubs. It is recommended that clubs
use the standard, tri-fold, school science project boards. Displays
will be up from registration till closing time Saturday

Each District will be allocated an
equal amount of time and determine how best present their clubs
projects

| Why was this change made? |
| The Trustees have initiated a strategic planning process
that will provide a future vision for The Rotary Foundation (TRF).
During this process, changes were necessary to ensure that adequate
resources are available to support the strategic planning endeavor.
The decision to establish a US$5,000 minimum for Matching Grant awards
was based upon a careful assessment (including the use of an outside
consultant) of the resources required to support Humanitarian Grants
and their effective utilization. During the planning process The
Rotary Foundation will assess how it can effectively and efficiently
support humanitarian endeavors in the 21st Century and determine
how Matching Grants are best able to achieve the TRF’s Vision
for the Future. |

| When is this change effective? |
| The US$5,000 minimum takes effect 1 July 2005. All applications
received in the 04-05 Rotary year requesting less than US$5,000 from
TRF will be processed until 31 October 2005. These applications will
need to be completed and approved by 31 October 2005 or will be considered
as withdrawn. |

| Does the US $5,000 minimum refer to
the total project cost or The Rotary Foundation (TRF) award? |
| The US$5,000 refers to the award given (amount requested)
from The Rotary Foundation for a Matching Grant. This means that
clubs and districts could use US$5,000 in DDF for a US$5,000 matching
award from TRF totaling a US$10,000 project. Alternatively, US$10,000
in new cash
contributions could be matched by US$5,000 from TRF for a total project
cost of US$15,000. Please note that it is perfectly acceptable to
use both cash and DDF contributions for Matching Grants as long as
the amount requested from TRF is US$5,000 or greater. |

| Can multiple clubs and districts partner to do a larger
project? |
| Yes. Each Matching Grant has one primary sponsor from
the project country and one primary sponsor outside of the project
country. Other clubs and districts may participate and provide funding
for grants for which they are not the primary sponsors. Working with
multiple clubs and
districts will be a great way to maintain participation in grant
programs and implement larger projects. |

| What happens to applications that are submitted requesting
less than US$5,000? |
| Applications requesting less than US$5,000 will be returned
to the sponsors with an explanation as to why it is being returned,
including other missing information, or overdue reporting. The sponsors
may consider enhancing the scope of the project, updating the budget
and financing accordingly, and resubmitting the application to the
Foundation. |

| NOTE: Minor Matching Grants are no longer available
as the award amounts were under US$5,000. Any Minor Matching Grants
received by the Foundation will be returned to the sponsors as mentioned
above. |
